Live well problems

I have a 2004 210prov, I an either dumb or just not getting it but I can't seem to understand what my live well is doing. I can't make it fill all the way and I can't make it pump out either. The airator works but when I launch the boat the live wells are half full. Any ideas? Where is the pump located?
