1999 21 Bay fuel tank vent problem!!!

I am having difficulty filling the fuel tank on my 1999 21 Blazer Bay that I just purchased. After running the tank empty, I was able to get 8-9 gallons in the tank, but then it acted like it was full and would not take any more fuel. Has anyone experienced this? My mechanic is saying we may have to cut the deck and do something with the vent to fix this. Please help!!!

First check vent outlet to see if a "dirt dobber" built a nest in it. Then blow back toward tank-- may be a low spot in hose and got fuel or water in it. Hardly think this has been going on for 12 years so there should not be anything wrong below deck. Good Luck
