Trailer brakes

Any idea why my trailer brakes lines would be unhooked from the brake caliber? Just bought a 220 pro and finding a few trailer issues. Should I hook it backup or leave it unhooked? Will it damage anything? Wondering why it was unhooked. Any suggestions?

my brake mechanism in the tongue kept freezing up. then the calipers locked down. so i just plugged mine and pulled the calipers off and plugged lines. can't really say i can tell a difference with my truck stopping it. not sure what the legality's are.
