my avatar feature is disabled and i cannot figure out how to enable.

if you are looking to put a picture under you screen name there is a place in the control panel and do it under the signature listing under the profile section.....like i have a picture of my boat..that is labeled as my signature...not my avatar..my avatar is also disabled....i guss this is a addminstration thing...
